Would it be possible to have something like this? As the original owner I know my 04 had a steering recall and an inverter pump recall, and the infamous floor mat recall. However, there are those who aren't the original owner so they may not have heard about recalls for their vehicle.
In a round-about way, this information is available. Register at toyota.com/owners, and you can see the history of work performed, as well as unfulfilled recall/safety campaign repairs. TSBs aren't as easy, but then again the nature of these are to alert technicians to common problems, in order to save time and prevent needless parts-changing. A good example is T-SB-0030-08 for HID headlights, where it was common practice to change the ballast as well as the bulb due to lack of understanding of how they work.
