There are some issues with after market conversion. How to verify the conversion is not taken out later just to get the tax credit? The PHEV must be sold as a PHEV so that it cannot be taken out later as the it has to pass the inspection.
Since there are no Plugin Hybrids factory available at this time, as far as I know, who would benefit from the tax credit? I don't know if aftermarket conversions would be worth it.
