We don’t often have fog here in Austin (TX), but we did today. So, I turned on the fog lights. I concluded that fog lights on our 2009 were more effective as fog lights. I gather the going opinion is that P.Prime Advanced’s are pretty useless for fog. However, I concluded that they do have one benefit, not related to fog: I found that the helped light the curb when I take a right turn in a residential area! That is absolutely false in fog, and that's one reason fog lights are low-mounted and shine close to the ground - so the diffusion of the fog layer doesn't just create a non-distinct glow all around you so no one knows where you are.
The real purpose of fog lights is to light up the fog line on the side of the lane. None I've seen are much good in fog. I do like the fog lights for help seeing the pavement on dark wet nights and for night snow.
When the fog is thick and you have to turn off your lights because of fog, fog lights are mounted so you can see under the fog and make your way out of the immediate area.
