viabration/buzzing from top of dashboard

revisiting. A long time ago I kinda fixed this, but it is back.

Under the dash, behind the instrument cluster... there is some kind of vibration or rather a buzzing sound that increases with the engine revving. I tried to get a picture in there but it was difficult. I managed to fix it... but it is now back to buzzing. Anyone actually know what it is?

There is an TSB, about a buzz UNDER the dash, but not on top.
