FORTY-FOURTH LEGISLATIVE MEETING DC City Council Tuesday, December 7, 2004 (Excerpts) Department of Motor Vehicles Reform Amendment Act of 2004, Committee on Public Works and the Environment (passed unanimously) Requires that vehicles weighing 5,000 pounds or greater to pay on a graduated scale by weight an 8% registration fee. Exempts from the certificate of title excise tax clean-fuel and electric vehicles. Creates two new weight classes and registration fees, one for heavy vehicles increasingly used on District roadways and one for certain clean fuel and electric vehicles.
So, best I can tell here's what the changes are: First Time Registration Excise Tax: Current: Excise Tax for vehicles less than 3,500 pounds 6% of fair market value Excise Tax for vehicles more than 3,500 pounds 7% of fair market value New: Excise Tax for HEV/Clean Fuel Vehicles $0 Excise Tax for vehicles less than 3,500 pounds 6% of fair market value Excise Tax for vehicles between 3,500 and 5,000 pounds 7% of fair market value Excise Tax for vehicles more than 5,000 pounds 8% of fair market value Annual Vehicle Registration Current: Vehicle Registration for vehicles weighing less than 3,500 pounds $72/year Vehicle Registration for vehicles weighing more than 3,500 pounds $115/year New: Vehicle Registration for HEV/Clean Fuel Vehicles ???? Vehicle Registration for vehicles weighing less than 3,500 pounds $72/year Vehicle Registration for vehicles between 3.500 and 5.000 pounds $115/year Vehicle Registration for vehicles weighing more than 5,000 pounds ???? --- I'm going to check with my council member and see if it's retroactive for this year I already paid my excise and registration on my Prius. I doubt I'll get it back though. Perils of early adoption. At our Block Party last summer I bent his ear about DC being the only jurisdiction in the area that didn't encourage clean fuel vehicles, and I got the other Prius owners in the area to go after him too. I guess it helped
