Not in my book! I just went thru charging, discharging, recharging and load testing all 28 modules in our pack, the ONLY module below 7.65 at rest was DOA at 6.84v. To really tell if a module is good or not, you need to at least load test it with 1.5-2amps and measure the voltage after it stabilizes (normally <5 seconds). Based on my testing, 7.45v would be about the lowest I would want under that load and yours are lower with no load.
