The owner registered to the vehicle will get the recall (usually the first owner until the second owner registers or somehow Toyota gets notified that the vehicle has been sold to someone else). If it's Certified Used (CPO), then in theory all recalls should've been done (since the CPO would be sold at the dealer of the same manufacturer). You can always ask for a service history that includes TSBs and recalls. A search of the VIN should display any outstanding recalls.
You can also go to the Toyota Owners web site, register, enter the VIN of your vehicle and find out if there are any open recalls on your car.
Oh, and nobody -deserves- a recall. But the registered owner gets them if they come out. Register on the Toyota site.
