Yes. This is completely normal for the Gen I. It is a periodic balancing protocol.
In my experience (which is limited on this), this is indicative of a slow refrigerant leak.

Peter, If SKS doesn't work on your original/master fob, you cannot program a new one with it. Did you check the switch underneath the steering...
