An under-damped system means that if there is a stimulus (like you have set the cruise control to 65 and at speed 55 you turn on cruise control)...
DO NOT BUY OBD Fusion! It appears to only read things, even though they told me it can set things.
Tech support from OBD Fusion app says it works with Veepeak & 2016 Prius. I may start there and report back.
