If you have a spare set, you can glass bead them, or sandblast them, but that eats into the aluminum. Then paint them, while the tires are off.....
There are no hub caps, only wheel covers.
They are painted, as you can tell by it pealing.... And yes, wheel covers will hide them.
What brand/type of tires are you using? That does make a difference
