Well what ever it is wipe it good and clean then add some car wax in the compartment to protect it and see if it happens again.
Both bumpers are plastic therefore the color will be slightly different than the rest of the metal body. (hood, doors, etc.)
Hmmmm, maybe the gas cap wasn't secured properly and a little gas spilled back out to then mix with the dirt and grime in the door compartment....
