This does not sound like a traction battery problem. 11.5 is too low, it sounds like your 12 v battery is the culprit.
It sounds like the dash cam is the culprit for your battery drain, have you had any problems since disabling the parking mode on your dash cam?
Because you were able to disconnect the 12v battery and bring your Prius back to life, I suspect you may be throwing a high voltage leak code....
