I've never seen it happen, but here's a recall notice for some Volkswagen vehicles dealing with static discharging them and some Toyota vehicles...

They figured that out when they started selling the car. In Japan you can order the car with a black bumper cover.

North American cars got the big headrests. Japan and I believe Australia got the small ones. Not sure about Europe.
