I replaced 1 on my 2015 off Amazon...had to get the plastic rivets too..I think I spent less than $40 for all. It was about 3 years ago...no problems.

You probably don't need either at 97k miles. The key word here is dealer and I assume you're female? And they are lying, pads can be changed...
Close to 40 mpg is not really very good at all.....that might be another clue as to what may be wrong.
I have a 2015 and plan to clean my entire EGR at about 110k, maybe 120k when I do the spark plugs.
