OEM pads are generally inferior to decent name brands, just look at the BMWs OEM pads; they work well, but not for long. Try those new pads/shoes...

The Volt just needs a hack into its 16kwh battery, so it can have increased EV range. Also, a 5k reduction would also help...LOL.
