I see they just replaced the fob battery, not the case. Perhaps the "new battery is defective but the lockout is a concern.

I doubt it. I think that is one of those "safety" messages mandated by either lawyers or lawmakers, likely both.
Even without the heads up display, the DRCC safety camera requires recalibrating after the windshield is replaced.
