They may not allow them in more “civilized” places....but they don’t allow catalytic converter theft either.

Folksy Anecdote:
We had a brief period of copper theft in my humble town until one would-be thief hacksawed his way into a cable containing several high voltage data circuits one drizzly spring morning.
Repair technicians found an abandoned hacksaw at the scene where the cable was half sawed through.
