Desperately need help fixing shift control actuator

    Long story short, the vehicle wouldn't go into drive or reverse, along with the "park on level surface" message on the display and the red triangle light on the dash. I already did the 7.5a PCON fuse fix, and that seemed to make it better, but it would work on and off based on a few factors: I live in Flagstaff AZ at 7000 feet with colder temperatures, and here it worked 99% of the time driving around town. As soon as I would leave Flagstaff and drive to lower elevation with much hotter temperatures the issue would come back. This led me to believe the problem was the actuator gears expanding under heat and not a voltage problem from the 12v battery so I decided I would attempt to replace the shift control actuator with a used one from a junkyard. In the meanwhile my temporary fix to get it into gear was to roll it in neutral off of a curb, or bump it into a curb to unstick the actuator and I could reliably get it into gear again.

    Id been doing that for the last 3 or 4 months but decided I would finally attempt replacing the shift control actuator because my lease is up at the end of this month and I am moving across the country... I need the car functioning normally for the move!

    A few days ago I swapped in a used actuator (I'm not sure if its a working unit, I pulled one from what appeared to be a lower mileage Prius at the junkyard) but now it wont go into gear at all and the dash is totally lit up. When I try to shift into gear I hear a distinct click that almost sounds like it could be a relay inside the car under the dash, but is most likely coming from the shift control actuator itself.

    I spent 10+ hours trying different things:
    - I pulled it out and reinstalled it with the metal inner portion of the actuator from the original with the black plastic cap out portion from the used unit. When I did this the message on the display changed from "park on a level surface" to simply "Problem" and all the dash lights were still on. I dont remember if the click was there when I tried this, but its interesting that the message changed on the screen.
    - I pulled the actuator and changed the position of the shaft coming out of the transaxle to what I'll call both its clockwise and counter clockwise positions before installing the actuator and that made no difference.
    - With the actuator removed I tried putting it in gear to make sure the actuator was spinning and it did rotate when I put it into gear.

    Sorry for the rough descriptions, its difficult to describe. Something I haven't tried is mounting the metal inner portion of the actuator from the junkyard unit, with the black plastic cap outer portion from the original actuator.

    I ordered a Veepeak OBDCheck BLE+ Bluetooth OBD II Scanner that arrives on Sunday to see what codes are present. No codes showing with standard OBD II.

    Ive done a ton of work to this prius and am planning on keeping it forever, i wish i wouldn't have messed with it
    Ive owned the 2009 prius since 2016 with 86k miles. It now has 332424 miles on the body and transmission. A couple years ago when the AC went out I had a used engine with 104k miles installed with AC replacement at Sam Auto Hybrids in Costa Mesa, CA. Hybrid battery was also replaced at Sam Auto about a year ago.
    Ive personally been on top of all other maintenance. I replaced the MFD, had the combination meter fixed, all suspension replaced and the car is in fantastic shape aesthetically. I really need to figure this out!

    When the car detects a serious problem it won't let you shit into drive or reverse only neutral... If that's what's going on with your car there is nothing wrong with your shift controller.
