Personally, I am expecting more CA green HOV stickers to help PHEV and Toyota Prime sales.
But that's just a guess. But I see below the legislative session is still open, so I think that implies we may hear soon.

This they did quicker than it required regular hybrids to do, and today they’re past 1.6 million units, with 2 million on the horizon by year’s end.
