Scientists do not propose theories, but hypotheses (testable statements). There appears to be the usual confusion over the scientific method. I suggest http://en.wikipedia.org/wiki/Scientific_Method, however, Wikipedia is not considered "peer reviewed," and lacks the credibility of rigorous science. However, it does provide a good overview.
I looked it up on whackopedia .. sorry www.conservapedia.com It is a much simpler entry and it is written in short USA Today style.
