Nails down is less stable, higher center of gravity, and leaves a bigger gap for wind to re-grab the item and tumble or flip it over again. Lather, rinse, repeat. OTOH, i suppose that even if only half the boards are nails-up -- or even a much smaller fraction -- there is likely to be enough total debris to flatten many tires very quickly.
Flooding is still happening and no doubt Irma recovery will be very costly. A big year and there is good reason to watch for further storms. Large-scale view of Irma hurricane-force winds reveals what this storm did not do. Areas of Florida that did not get as much wind do not have magical immunity. Only luck, which is not a business plan.

Canoe-wood age could be determined by Beta Analytic lab in Miami. They are pros Radiocarbon Dating in Miami, AMS Lab - Beta Analytic Doing such work for free is good advertising. So I'll send another email. There are also 'dendro' people who could ID wood species used in this canoe. Not necessarily local. If only our environmental catch pot here were a place where folks could get interested in details of how science informs understanding...
