Japan aims to install solar panels on 70% of newly built houses

Xcel is raising their rates 28% here, citing NG costs. Buggers are also increasing windpower 36% to "better reflect the true costs". So since when were they subsidizing something that they only grudgingly accepted? Seems suspicious. I'd like to see the numbers on that.
