I wonder if the vin can be accessed with Techstream. I always though the VIN was only installed in the car's ECU, since a lot of OBDII readers can access it. I'm not sure the VIN is registered in the display board. I do knw that it needs to be paired with the ECU. I don't know, if that can be done with basic Techstream. Maybe it's not required with Gem 2, but I know that it is necessary with Gen 3. As with everything else, I conject that the criminal element has already done it.

I'm thinking that the VIN is both on the meter and ecu. This is to authenticate the meter to the car. But, evidently is not that difficult to reprogram.

I recall that my husband's older friend told me that the drill was a very early method until they added another digit to the ODO. The method after that was using an awl to turn back the numbers. To thwart that, an addition to the ODO was to add a vertical white line between the cylinders that popped down, when the cylinders were moved backward. Many modern digital ODO's have been hacked with replacement EPROM chips.

South Carolina does not even require an ODO certification reading for cars over 10 years old.

When use the refurbished Combination meter you purchased online, Always tell the seller put back the milage at 99,009 mi. After install the refurbished one your car meter will read 103 , 009 mi which will under warranty again.

Always give the original milage to the seller lower than real milage.

However if you use the refurbished combination meter, be aware of the same issue might happen again. This time is going to happen more often...low life ... and more headache because it is adjusted from a used car.
The best solution is to remove the original 100uf 16V capacitor on your COm. meter board and replace it with the new capacitor 220uf 16v. The capacitor is small and costs only 75 cents. Work like new! You can also program your odometer milage set as little as you want. DIY do'nt spend thousand of money for the small fix. All Youtube vdo are available to teach you. I takes about one hour to complete. Hope this help!
