The same amount that gets there now... 0%. It really makes no sense. I'm guessing we'll see a change in the next decade or two. From an efficiency stand point you can't get any better than capturing at the point of use. That's really the argument that ought to be made against the current interpretation of the law.
When I lived in El Paso, TX they taxed everyone's runoff water. I asked how they determined the metered amount and found out there was no meter -- they made a decent guess at rainwater in the storm drains and divided it up equally between the city's residents. There are no meters for this kind of water return so there is almost no way short of looking for your barrels to know that you aren't returning every drop that "belongs" to the city.
wow! I can't imagine them trying to tax my rain barrel. I moved from NC to MT, and have since discovered just how important water is. We kind of took advantage of all the rain in NC. My rain water is actually caught in an old 55 gallon round up drum! We washed it really well, and now I use the water to keep my flowers and new grass growing strong! Everyone in town has something to capture the rain, though most are more sophisticated than my 55 gallon drum! Hmmm.....I wonder....would they charge me for what I drank if I stood in the rain with my mouth open?
