I think the Accord Hybrid also has a "normalcy" goal. "Hey look, it's a hybrid, but you can still have it as an Accord and haul nice person in it! And if you get to like the hybrid idea, we also have it available for your college-aged daughter in the Civic, and if you like it a little weirder looking, here's an Insight." While I believe Toyota probably has the better approach to hybrids, they will certainly do the same thing with the HH and the Camry when it goes hybrid - the same car, more power, better MPGs tagline. Whether their #1 concern will be emissions or not, Toyota won't make that #1 selling point on their marketing brochures. That's not the way to sell cars in America. Just my $0.02.
However... that is the way new regulations are managed. So there is an importance, whether the general public is aware of it or not. That will ultimately help the market in the end.
