    The NASA furlough plan locks out 97% of all civil servants. The status of contractors is 'mixed.' I went into work this afternoon to ask my co-workers if they had gotten anything . . . nothing.

    No doubt there is room somewhere in PC to discuss a 'pause' in US federal fund flows. It is only environmental in the sense that a small fraction of those flows meander towards environmental topics.
