    Only if he apologised, which he didn't so I don't think you were a jerk. He did damage to your vehicle so he should have to pay. I don't think $20 is too much (and I don't think you should've asked for more since a touch-up paint is < $20). The "it'll buff out, it's just a paint mark" excuse is always used.
